Dr. Robert S. Frey, PMP® is Co-Owner of and Principal in the Northern Virginia-based consultancy of Successful Proposal Strategies, LLC. In this capacity, he supports small, mid-tier, and Fortune 50 companies and other organizations in the United States and overseas in developing compelling proposals to the U.S. Federal Government, commercial customers, and grant-making institutions.
Dr. Bob is a dynamic and highly productive proposal professional with 36 years of significant, trend-setting accomplishments and thought leadership, as evidenced by his multiple speaking engagements with the Association of Proposal Management Professionals (APMP) and the Project Management Institute (PMI) in both the United States and Canada. Dr. Bob is a 2006 Fellow of APMP (www.apmp.org).
His competencies span proposal solution strategizing and architecture development, oral presentation coaching, training/teaching, Knowledge Management (KM), and support for business planning and capture management, coupled with 39 years of writing and publication-related success. Dr. Bob also brings broad technical awareness in information technology (IT), engineering, scientific support services, and telecommunications. He is conversant in industry best practices such as The Open Group Architecture Framework (TOGAF) Version 9.1, PMBOK 7th Edition, ITIL V4, CMMI® Institute CMMI Maturity Level 3, ISO 9001:2015 standard, Lean Principles, and Six Sigma.
In addition, Dr. Bob has taught proposal development at UCLA and The George Washington University’s School of Engineering and Applied Science (SEAS) and the School of Business and Public Management. Further, he taught Organizational Knowledge Management (OKM) at the graduate level through Kent State University. He also conducts training seminars nationwide in proposal development and hard-hitting writing, reaching more than 4,100 small business entrepreneurs, proposal professionals from large and small businesses, and Government civil servants.
